This error appears when the document provided as image or compliance media document (guide, notice) has expired or isn't available for Amazon.

First, you need to check if the provided URL is still available in your server.
Then, check in Amazon Seller Central if you need to force a new update (it's possible that the document expired on Amazon's side)

If the error is still there after these actions, you may contact Amazon by opening a support ticket.
